State scientific and clinical institution of a new type – Federal State Autonomous Institution “Scientific Center of Children’s Health” of the Ministry of Health of the Russian Federation.

The Center is more than 250 years old. The history of the Scientific Center of Children’s Health originates from the 18th century. It initially functioned as “hospital for children” at Imperial Moscow educational house, which was founded under the Manifesto of Catherine the Great dated 1st of September 1763. After the October Revolution it was reorganized into the House of Infants’ Protection (1918) and later, in 1923, into the Scientific Institute of Maternity and Infancy Protection. In 1945 the institution, being already the SRI of Pediatrics, became a part of the Academy of Medical Sciences of the USSR. Scientific Center of Children’s Health, a federal institution of a new type for development of the scientific bases for the improving of the system of protection of children’s health and coordination of the scientific research on pediatrics across the Russian Federation and rendering all kind of health care for children, was established in 1998 by merging of the SRI of Pediatrics and the SRI of Hygiene and Children’s Health Protection.
The structure of the Center allows resolving the issues of prophylaxis, diagnostics, treatment, including high-technic methods, and rehabilitation both in scientific and practical aspects.
The staff of the Center consists of high-qualified specialists, among them – 1 academician of the RAS, 3 corresponding members of the RAS, 39 professors, 8 honored workers of science of the Russian Federation, 43 honored doctors of the Russian Federation, 91 MDs and 181 PhDs.
The workers of the Center have repeatedly become award winners of the Government of the Russian Federation in the field of science and technology.
Under conditions of the 24-hours in-patient stay, day clinic and consultative and diagnostic center we render all kinds of medical care, including specialized and high-technic. New organizational issues of medical work allow 1.5 times increasing of the amount of treated patients every year. All types of investigations performed in the Center are available for children from any subjects of the Russian Federation.
New high-technic scientific and clinical complex of pediatrics and pediatric surgery, which was opened in 2014, with unique equipment, enabling to improve the quality and extent of health care in the field of pediatrics for children from all the subjects of the Russian Federation, is functioning at full power.
All the departments have modern scientific and medical equipment, which allows performing of the fundamental and practical research on a global level in priority areas of the science development and critical techniques, approved by the Decree of the President of the Russian Federation:
- Innovative methods of treatment of severe variants of rheumatic, allergic, nephrological, neurological and gastrointestinal diseases in children are scientifically proven and widely used;
- New methods of vaccinal prevention and rehabilitation of children with health impairments, including born with very low and extremely low body weight, are implemented;
- Reconstruction surgery for malformations of the oral and maxillofacial region, ENT-organs, large intestine, as well as uroandrological plastic surgery and improving hearing surgery received international recognition.
SCCH has wealth of experience (more than 20 years) of active ongoing usage of computer techniques in pediatrics with use of all the recent achievements in the field of communication technologies (first of all – internet), which makes available consultations and educational lectures of the specialists not only within the institution but also for everyone who has access to the modern communication facilities.
Together with the Union of Pediatricians of Russia the Center participates in publishing of the peer-reviewed journals – “Current Pediatrics” (Voprosy Sovremennoi Pediatrii), “Pediatric pharmacology” (Pediatricheskaya Farmakologiya), “Pediatria. Journal named after G.N. Speransky” (Pediatria. Zhurnal imeni G.N. Speranskogo), “Russian Pediatric Journal” (Rossiiskii Pediatricheskii Zhurnal). Impact factors of these journals tend to increase steadily.
SCCH has specialized dissertational council with a legal permission to receive doctoral and candidate theses on 3 specialties: pediatrics; pediatric surgery; public health and health care.
More than 100 interns and postgraduates are trained in the Center yearly with the use of the facilities of the high-specialized simulation training center, in which structure there is are intensive care units for newborns and older children, an operating room, study room for working on practical skills in pediatrics, pediatric surgery, traumatology and orthopedics etc., as well as a conference-hall.
The Center is the clinical base for a number of chairs of pediatric faculties of the I.M. Sechenov First Moscow Medical University and The Pirogov Russian National Research Medical University. The aim of the SCCH is to gather children’s doctors from all the country. Congresses of the Pediatricians of Russia with the amount of participants over 7000, theoretical and practical conferences, and schools for specialists are held annually in order to achieve this goal. The meetings are broadcasted online and are very popular among clinicians and scientific workers both in the Russian Federation and abroad.
SCCH is a creator of numerous federal documents, aimed to improve medical care, maintenance and restoration of health of children in Russia.
In 2015 FSAI “SCCH” of the Ministry of Health of the Russian Federation sent offers on updating of the current laws and projects of the legislative acts:
- “On education”;
- “On social protection of disabled persons in the Russian Federation”;
- “On prevention of the family violence”;
- “On modifications of the certain legislative acts of the Russian Federation due to adoption of the federal decree on prevention of the family violence”.
The following projects of the regulatory legal acts were developed:
- Project of the Decree of the Ministry of Health of the Russian Federation “On approval of the procedure of pediatric health care rendering”;
- Project of the Decree of the Ministry of Health of the Russian Federation “On approval of the typical time standards for execution of works related to the visits to district pediatricians, district physicians, general practitioners (family doctors), neurologists, otorhinolaryngologists, ophthalmologist and obstetrician-gynecologists” (в part of the work of pediatric specialists);
- Project of the Ministry of Labour and the Ministry of Health of the Russian Federation “On classification of the criteria used in medical and social examination of the citizens the federal state institutions of medical and social examination”.
A working group “Children-friendly health care and healthy life style” of the coordinating Council under the President of the Russian Federation on execution of the most important issues of the National Strategy of actions for children for 2012-2017 is functioning on the base of the FSAI “SCCH” of the Ministry of Health of the Russian Federation. According to the letter by the Ministry of Health of Russia dated 15th January 2015 #15-1/49-07 FSAI “Scientific Center of Children’s Health” of the Ministry of Health of Russia carries out curation in the field of “Pediatrics” of the Southern, Urals, Eastern Federal Districts, Republic of Crimea, Moscow region, as well as Moscow and Sevastopol. The heads of the Department of Health and chief pediatricians of the federal districts were requested to submit analytical materials on health status of children population, infant and children mortality rates, and current status of the system and organization of rendering medical care to children. From the majority of the supervised districts and subjects of the Russian Federation the responses have been received.
Commission analysis of the functioning of the departments of health and institutions of childhood and maternity on decrease of diseases incidence rate, disability incidence rate, infant and children mortality (within the curation of the territories of the Southern, Crimean, Urals, Eastern Federal Districts, Moscow and Sevastopol, and Moscow region) was performed. Based on this analysis target recommendations on optimization of medical care for children in Federal districts generally and in certain subjects of the Russian Federation were developed and sent to the chief pediatricians of the federal districts and subjects of the Russian Federation. All the data were submitted to the Ministry of Health of Russia.
In 2015 the staff of the FSAI “SCCH” of the Ministry of Health of Russia made 38 visits to the supervised territories (among them – 6 to the Republic of Crimea, 17 to the Southern Federal District, 10 to the Urals Federal District, and 5 to the Eastern Federal District) in order to coordinate scientific research, collaborate in conducting of local conferences for pediatricians and specialists working in the field of pediatric health care, analyze the quality and availability of medical care for children, perform educational seminars and trainings with practicing clinicians, as well as to perform consultations and surgeries.
In total during 2015 the leading specialists of the FSAI “SCCH” of the Ministry of Health of Russia made 173 visits to the different regions of the Russian Federation in order to perform workshops and trainings on various issues of prevention, diagnostics and treatment of diseases in children, including assistant in medical rehabilitation, on the profiles of “pediatrics”, “pediatric surgery”, as well as “Hygiene of children and adolescents” and on protection of mental health.
The specialists of the SRI of Hygiene and Protection of Health of Children and Adolescents of the FSAI “SCCH” of the Ministry of Health of Russia during the business trips examined 206 educational institutions in order to carry out the curation on the problems of hygiene of children and adolescents.
